Syracuse cord blood bank delayed again as Upstate scales back project

Syracuse's bid to become the state's second cord blood bank has been delayed by more than a year because of design changes. The bank, which will provide stem cell-rich blood used in life-saving medical treatments and research, was supposed to open this fall on Upstate University Hospital's Community General campus.
