A child has a genetic disease that will likely kill her by age 2. The only treatment is a stem cell transplant from cord blood, and the only way to get that treatment is to be screened for the disease at birth. Doing that will cost Kentucky taxpayers about $750,000 for a disease that affects 1 in 100,000 people in a state that averages 60,000 births each year.
